Disadvantaged Business Enterprise (DBE) certification is an invaluable resource for minority and women-owned small businesses that:

• Helps remove barriers for businesses who want to access federally funded projects from the U.S. Department of Transportation

• Creates a level playing field for businesses so they can compete fairly for federally funded contracts

• Helps businesses participate in federally funded transportation contracts through Bi-State Development, Missouri Department of Transportation and other regional organizations

Workshop Presenters:

Precious Taylor, Supplier Diversity Specialist

Precious works with minority and women-owned businesses to help guide them through DBE certification. She assists firms and organizations through the application process, monitors federally assisted contracts, and is a helpful resource for any certification questions. Precious holds a Master’s in Legal Studies from Washington University and a Bachelor’s in Regulatory Science from the University of Arkansas – Pine Bluff.

Georgetta Vann, Supplier Diversity Specialist

Georgetta is responsible for assisting socially and economically Disadvantage Business Enterprises (DBE) maneuver through the certification process as well as monitoring BSD’s contracting opportunities for small businesses as outlined in 49 CFR Part 26. Georgetta is a native St. Louisan with over 20 years of experience promoting supplier diversity, equity and inclusion. She came to Bi- State Development in March 2023, after serving five (5) years as a Contract Compliance Officer at St. Louis Lambert International Airport’s Business Diversity Development Office. Prior to Lambert Airport, Georgetta worked as the Certification Manager with St. Louis Minority Business Council for 15 years guiding minority and women (M/WBE) firms through the certification process while seeking opportunities to take their businesses to the next level
