Missouri Governor Mike Parson has announced the appointment of two distinguished professionals, Winston Calvert and Daniel Isom, to the Bi-State Development Board of Commissioners. The 10-member Board of Commissioners provides overall leadership and policy direction for Bi-State Development and its enterprises. The board is composed of five members from Illinois and five from Missouri, ensuring balanced representation for the metropolitan district. Calvert and Isom replace Commissioners Fred Pestello and Rose Windmiller, whose board terms expired.
Winston Calvert, of University City, brings a wealth of experience in business consultation and nonprofit leadership. He manages a private consulting firm specializing in solutions for complex challenges faced by business and nonprofit leaders. Calvert also serves as director of the Boy Scouts of America’s Greater St. Louis Area Council and Heat Up St. Louis Inc. His professional background includes roles as an attorney at Armstrong Teasdale LLP, CEO of Community Impact Network, chief of staff to the St. Louis County Executive and City Counselor in the City of St. Louis. Calvert holds both a Juris Doctor from Washington University in St. Louis and a Bachelor of Music from Southern Illinois University Carbondale.
Daniel Isom, of St. Louis, currently serves as vice president of safety, security, and crisis management for Ameren. Isom brings extensive experience in public safety, having served as interim director of public safety for the City of St. Louis in 2021 and as police commissioner for the City of St. Louis from 2008-2013.
Isom holds a Ph.D. and a Master of Arts in criminology and criminal justice from the University of Missouri–St. Louis. He also earned a Master of Arts in public administration from Saint Louis University and a Bachelor of Arts in criminology and criminal justice from the University of Missouri–St. Louis.
